About the Pilot Project

Establishing environmental observatories and providing tools and systems for industrial and port zones across Quebec’s maritime territory.

Context

Several studies have shown that human activities impact the environment, ecosystems and biodiversity. It is therefore crucial that we understand the environmental stress factors in industrial-port zones and keep an eye on changes in the fundamental natural conditions.

Following the success of the Baie de Sept-Îles Environmental Observatory project and to adapt the knowledge gained therein, INREST has developed Enviro-Actions, a preventive management model that meets the specific needs of economic development managers in industrial-port zones.

    Objectives

    • Establish environmental observatories in industrial-port zones across Quebec’s maritime territory.
    • Set up a near-real-time environmental monitoring mechanism by equipping industrial-port zones with the tools and systems needed to obtain an up-to-date portrait of the quality of the environment.
    • Ensure a cohesive management approach through the involvement of multidisciplinary experts, enabling us to understand the current state of the identified industrial-port zone from existing data.
    • Adapt existing protocols to measure and predict environmental impact on the ecosystem of the industrial-port zone, allowing for preventive rather than responsive management.
    • Support stakeholders through their decision-making process and environmental management, to promote sustainable development (maritime transport, port administration, municipalities, etc.)
    • Address the community’s expectations and concerns, thereby fostering social acceptability.

    Benefits

    • This project strives to meet sustainable development goals through preventive action.
    • The near-real-time data will reduce the time and monetary investment associated with:
      • studies and sampling campaigns required to prepare environmental authorization requests
      • response-based management
    • The model will be transferable and adaptable to other fresh and saltwater industrial-port zones in Quebec.
    • Existing companies and new developers will be able to benefit from unbiased scientific data.
    • The project will foster social acceptability through transparency and the sharing of information.

UN Decade of Ocean Science for Sustainable Development

An international program showcasing innovative and ambitious projects

UNESCO has developed an international network of scientists and decision makers to showcase tangible initiatives that advance knowledge about the oceans and sustainable human development through 2030.

Enviro-Actions is one of the first Canadian projects to have been selected to join the network within the Ocean Cities program. Furthermore, it was promoted in a major communications campaign ahead of the United Nations Oceans Conference (UNOC3) held in Nice, in June 2025.

    JOUR ENVIRO-ACTIONSTM

Jours Enviro-Actions™ is a unique opportunity for the general public to learn about the preventive environmental actions in place in port-industrial zones.

    2023 Edition

On May 28 and 29, the Industrial-Port Centre of Expertise (CEIP) and Réseau Québec Maritime are organizing the Jours Enviro-Actions to share information about the preventive environmental actions implemented in industrial-port zones to preserve the ecosystems of the St. Lawrence and Saguenay rivers.

During the Fous de Science au Musée du Fjord festival in La Baie, researchers and students will present the findings of innovative, ongoing scientific studies. There will also be booths where you can learn more about ecosystems and environmental research.

    2022 Edition

On August 10, 2022, the Industrial-Port Centre of Expertise (CEIP), a division of INREST, in collaboration with the Port of Sept-Îles, the Réseau Québec Maritime (RQM) and the St. Lawrence Economic Development Council (SODES) has planned the first edition of Jours Enviro-Actions in the tent at Quai des Croisières, Sept-Îles.

The population of Sept-Îles and visitors are invited to participate in the first ever Jours Enviro-Actions, where they can learn more about the St. Lawrence’s ecosystem through a range of activities. Several booths will be available for anyone with questions.
